As you&#39;ll see, these places are anything but average.<br \/>\r\n\tJul 12, 2010&nbsp; <br \/>\r\n\tLots of towns near Dallas have low crime, affordable homes, and good jobs; McKinney is no exception. What makes it stand out is its gem of a downtown. Lovingly restored 19th-century buildings house restaurants, boutiques, and galleries; the 1875 courthouse contains a new performing-arts center. McKinney&#39;s employment opportunities are robust, sparing many residents a rush-hour drive of up to an hour to Dallas. Defense contractor Raytheon has a 3,700-person division here, and a mix of businesses in financial services, medical technology, and eco-friendly manufacturing are moving in.&nbsp;<br \/>\r\n\tThough McKinney has grown like mad over the past decade, you&#39;d never suspect it when driving through its tree-filled communities surrounded by ponds, parks, and hiking trails. In 1978, the May family settled in <span class=\"yshortcuts\" id=\"lw_1283943928_2\">Pearl City, Hawaii<\/span>, where<span>&nbsp; <\/span>her father was stationed with the Navy. It was there, at the tender age of four, when<span>&nbsp; <\/span>Janice first proclaimed,<span>&nbsp; <\/span>&ldquo;I want to be a lawyer when I grow up.&rdquo;&nbsp;<span>&nbsp;<\/span><\/p>\r\n<p class=\"yiv1301056114MsoNormal\">\r\n\tAfter spending a few years in <span class=\"yshortcuts\" id=\"lw_1283943928_3\">Hawaii<\/span> and <span class=\"yshortcuts\" id=\"lw_1283943928_4\" style=\"border-bottom: #366388 2px dotted; cursor: hand\">California<\/span>, the May family was transferred to <span class=\"yshortcuts\" id=\"lw_1283943928_5\">Arlington, Texas<\/span>. Ms. May attended public school there, taking honors- level courses and eventually graduated magna cum laude from Martin High School.<span>&nbsp; <\/span>During her junior high and high school years, the Ma<img alt=\"\" src=\"uploads\/c1f08e77ca.jpg\" style=\"width: 202px; float: right; height: 124px\" \/>y family was actively involved in the Filipino-American Association of <span class=\"yshortcuts\" id=\"lw_1283943928_6\" style=\"border-bottom: #366388 2px dotted; cursor: hand\">Fort Worth<\/span>. While she was earning her <span class=\"yshortcuts\" id=\"lw_1283943928_7\">Bachelor of Arts<\/span> in Government at <span class=\"yshortcuts\" id=\"lw_1283943928_8\">the University of Texas in Austin<\/span>, she was a zealous member of the Filipino Students Association and even served as an officer on its Board of Directors. After graduating from UTA, Ms. May was a dynamic force in the <span>&nbsp;<\/span>Filipino-American Association of North Texas, Inc., serving as the youngest member on the Board of Directors from 1998 to1999. She then furthered her education at the <span class=\"yshortcuts\" id=\"lw_1283943928_9\">Texas Wesleyan University School of Law<\/span> in Fort Worth where she obtained her <span class=\"yshortcuts\" id=\"lw_1283943928_10\" style=\"border-bottom: #366388 2px dotted; cursor: hand\">Juris Doctorate<\/span> in December 2002.<\/p>\r\n<p class=\"yiv1301056114MsoNormal\">\r\n\t<img alt=\"\" src=\"uploads\/f5af0400c3.jpg\" style=\"width: 125px; float: left; height: 162px\" \/>Ms. May spent the first years of her legal career primarily focused on corporate litigation. However, <span>&nbsp;<\/span>she soon realized that she wanted to extend her services beyond the corporate world. After participating in various Filipino groups, she realized that there were very few Filipino attorneys in the Dallas-Fort Worth area. <span>&nbsp;<\/span>She decided to seek a position with a private practice that would allow her to offer a full range of legal services to the Filipino community. To add to the confusion the old part of Manila &ndash; the area near the old walled city of Intramuros &ndash; officially remains the capital and seat of the Philippine government. In practice, the seats of government are all around Metro Manila, with the executive, administrative and judicial branches in Manila, the Senate in Pasay City and Congress in Quezon City.<\/p>\r\n\t<p>\r\n\t\tAt first sight Manila (in this book, the word refers to the whole conurbation) is intimidating: noisy, unkempt and with appalling traffic. There are few open spaces and only a handful of remarkable buildings. Signposting has improved in recent years, but is still woefully inadequate or misleading. Finding your way around is made even more difficult by the absence of significant modern or historical landmarks &ndash; most of the buildings are low concrete structures built in a hurry since the end of World War II. Skyscrapers have gone up in some of the business districts, but none is as notable as Hong Kong&#39;s Bank of China or Kuala Lumpur&#39;s Petronas Towers.<\/p>\r\n\t<p>\r\n\t\tManila has no proper city centre. To some Manile&ntilde;os, the central business district of Makati is the city centre, to others it might be Quezon City or the Roxas Boulevard\/Manila Bay area. Each is a city in its own right. Its flaws are what make the city human, giving it an anarchic charm that sweeps you along. Manila is also a city of striking emotional counterpoint. Frothy mansions belonging to tycoons and politicians fight for space with squalid shantytowns built along railway tracks. One of the problems Manila faces is the unceasing influx of provincianos, people from the provinces who believe the streets are paved with gold, most of whom end up squatting illegally on any spare scrap of land they can find. It has been razed by an earthquake, bombed, occupied, bombed again and rebuilt. It has expanded inexorably, but public services have not kept pace. The result is a rakish megalopolis that lives on its wits and maintains a frenetic pace 24 hours a day just so it can get things done. The roads are always busy and the buses always full, but in Manila you learn to go with the flow, never worrying about whether you&#39;ll be late or whether your taxi is going the wrong way down a one-way street. The Filipino maxim bahala na &ndash; what will be will be &ndash; applies as much to Manila as it does to life.<\/p>\r\n\t<p>\r\n\t\tDespite its problems and troubled history, Manila is a sociable city, with a populace who take pride in their cultural affinities to the West and their embrace of all things American. Most tourists, however, use Manila as a transit point, a place to spend a day or two on the way to the islands and beaches of the south or the mountainous tribal areas of the north. A couple of days is all you really need to explore the key sights in and around Intramuros, the city&#39;s only notable historical enclave, its stone houses and grassy courtyards much as they were when the Spanish regime came to an end in the nineteenth century. If you&#39;ve got a bit more time on your hands, take a wander through nearby Binondo &ndash; Chinatown &ndash; or head out of the city on a day-trip. In 2007, the <a href=\"http:\/\/realestate.yahoo.com\/Washington\/Bellevue\">Bellevue, Wash.<\/a>, real estate agent purchased a condominium for only $255,000 (including an outstanding lien). That&#39;s $65,000 less than what comparable units were selling for, he says. To get the steep discount, he bid on the home at an auction for <a href=\"http:\/\/realestate.yahoo.com\/Foreclosures\">foreclosures<\/a>. &quot;The location was perfect, just two traffic lights from my office,&quot; says Lappano. Discounts vary tremendously depending on where you live. In fact, many foreclosed homes are priced higher than their true value because sellers are trying to pay off the mortgage and cover taxes and transaction costs.<\/p>\r\n<p>\r\n\tPlus, buying a foreclosure involves homework, patience and often a good measure of luck. If you&#39;re buying at auction, you usually need to pay cash. You may face long waiting periods to take possession of the property and move in, and the property could require extensive repairs. Sometimes the former occupants strip the house of all appliances and vandalize the property.<\/p>\r\n<p>\r\n\tYou may also have problems getting accurate information before you buy, says <a href=\"http:\/\/realestate.yahoo.com\/Washington\/Seattle\">Seattle<\/a> real estate attorney Richard Llewelyn Jones. &quot;There could be judgments and liens attached to the property or more than one note or deed of trust being foreclosed.&quot; In the end, most buyers are turned off by the risks. &quot;If you don&#39;t know what you&#39;re doing, you could lose your shirt,&quot; says Jones.<\/p>\r\n<h5>\r\n\tGetting a Discount<\/h5>\r\n<p>\r\n\tIf you&#39;re game, find an agent who deals with foreclosures. Your <a href=\"http:\/\/realestate.yahoo.com\/Realtors\">agent<\/a> can locate properties and establish their market value -- which could be very different from the asking price. You will have to pay for any repairs, so build in a generous estimate of what they could cost. Also, you may need a lot of cash because traditional <a href=\"http:\/\/realestate.yahoo.com\/loans\">financing<\/a> may not be an option.<\/p>\r\n<p>\r\n\tEach state has its own rules governing foreclosures: whether the transaction goes through the court system, what taxes you pay and how much cash you need upfront. To get a summary of your state&#39;s law, you can <a href=\"http:\/\/search.yahoo.com\/search?p=state+foreclosure+laws\">search online<\/a> using your state&#39;s name and &quot;foreclosure laws.&quot;<\/p>\r\n<p>\r\n\tAlso, you generally cannot get title insurance until you take ownership, nor can you expect the title warranties that usually kick in during a traditional home purchase. You need to inspect the title thoroughly, which means paying several hundred dollars for a title search and combing through it to ferret out all outstanding debts. Even so, says Jones, there may be title problems that aren&#39;t of record or that appear on the record between the time of your title search and the public sale. Be prepared to pay off old tax liens attached to the home -- and to buy title insurance as soon as you take ownership.<\/p>\r\n<h5>\r\n\tThree Ways to Buy<\/h5>\r\n<p>\r\n\tWherever you live, there are three ways to buy a foreclosure: in a presale (before the lender forecloses), at auction or directly from the bank. In a presale, you negotiate with homeowners directly, before their home goes into foreclosure. Although the discount can be as much as 20% to 40% off the property&#39;s value, a presale is the riskiest way to buy because deals frequently fall through and title problems are rife. And pre-foreclosure buyers have to add in the cost of an inspection and fork over real estate excise tax, as do those who buy bank-owned property. (Buyers at auction may avoid these costs in some states.)<\/p>\r\n<p>\r\n\tBuying at a public auction is the most common type of foreclosure purchase. Buyers can expect a discount of 10% to 25% compared with buying a home through traditional channels, says Dean Street, an agent and 30-year veteran of foreclosure buying in the western U.S. But the road to auction can be bumpy, too. For starters, you often cannot inspect the interior of the home. Street says it&#39;s vital to see the property even if you can&#39;t gain entry. &quot;If there is 300 pounds of garbage in the front yard, there is probably 600 pounds inside,&quot; he says. One way to research the interior is to check the local building department&#39;s permit records, or have your agent see if a recent listing has information on appearance, layout and previous remodelings.<\/p>\r\n<p>\r\n\tMost foreclosures that go to auction get postponed, usually due to bankruptcy or loss mitigation.<\/p>\r\n<p>\r\n\tThe winning bidder will pay for the property and take ownership within a set period of time, which varies according to state law. But you&#39;re not out of the woods yet. Some states, such as North Carolina, give former homeowners a chance to buy the property back. Sometimes foreclosure buyers have to start eviction proceedings; once the house is vacant, you usually have to schedule repairs.<\/p>\r\n<p>\r\n\tWork with the lender? If no one buys a property at the auction, it usually ends up back with the bank. Banks have a lot of these real estate owned, or REO, properties in their portfolios and are actively trying to sell them through agents. And unlike buying at auction, you can usually get a traditional mortgage for an REO. Unfortunately, lenders often list the property at or near market value to recover the outstanding loan amount along with legal fees, property taxes and maintenance costs.<\/p>\r\n<p>\r\n\tBut an experienced foreclosure broker can negotiate aggressively with a bank, especially when the property has been listed for a year or more. Plus, banks trying to sell foreclosures sometimes offer highly competitive financing packages to buyers, including low down payments and attractive rates. As home values decline, some lenders are willing to negotiate a &quot;short sale,&quot; in which the property is sold for less than the debt owed on the house. That&#39;s one way foreclosure buyers can profit. In some markets, the discount is as much as 25%; but where there&#39;s less inventory, the discount can be smaller.<\/p>\r\n<p>\r\n\tYou can find REOs through real estate agents. Or approach local banks or mortgage brokers directly and let them know you are prepared to buy a property &quot;as is&quot; with cash and request a discount from the asking price. Banks sometimes pay to remodel properties to improve their value.
